What' needed for AI-driven data modeling?

On the OCI end, what do I need to do to get APEX 24.2 to generate data models through the AI prompt? Link?

Is there a low-cost/free alternative or method? ("on demand" suggests I'll spend <$1/mo cost according to calculator)

Things I'm aware of so far for the OCI method: (please correct if I'm wrong)

  1. I'll need to upgrade to PAYG
  2. Home region (US-Ashburn) does not support on-demand (but US-Chicago does)
  3. on-demand is limited to 4000 chars in and out
  4. I don't see a method for “on-demand” Generative AI (Is this Region specific? or is it not an actual service)
