What means the plus sign (+) before the equal sign (=)

Hello everybody

This is my first post, i hope to have good luck with this

I'm checking some workmate plsql code and I trying to learn what is new for me, this time I'm facing with the notation in the second block you can see highlighted.

what does the Plus Sign mean.PNG

I run both of them and I'm getting 50 records from them.

Are there any difference between them.
