What is your favorite PL/SQL editor tool?

I'm looking for an inexpensive PL/SQL editor that lets you see your tables and schema. And it would be nice if it had some kind of help in it for syntax.

My company says TOAD is too expensive. Anybody want to recommend their favorite developing tool??
