What is webcat?

Under OracleBI\server\Sample I see some XXwebcat.zip files. What are they used for?
And I notice there are corresponding directories under OracleBIData\web\catalog.
If I create a new rpd file do I need a new directory under OracleBIData\web\catalog? If yes, so how do I create it?
