What is the purpose of these jobs

HI

In ORACLE 10g , i observed that the jobs RLM$SCHDNEGACTION and RLM$EVTCLEANUP running continously.Though connections are being made from these jobs regularly , These jobs are not doing anything on DB(the time thesy spent on DB is 0 ..Found from logon logoff trigger).
What is the purpose of these jobs?
Is there any harm disabling them ?
Why it is pinging DB all the time for the sake of doing nothing ?
