What is the purpose of "Install Form Generator HTML Help Package"?

I have installed Designer 10g Release 2 and it is up and running.
I discover that there is a program links accessed from:
Click on [Start], Programs, Oracle Developer Suite, Designer, Install Form Generator by HTML Help Package
(or file path C:\oracle\product\Ora10gDSR2\BIN\sqlplusw.exe /NOLOG @C:\oracle\product\Ora10gDSR2\cgenf61\admin\ofghlprt.sql)
How can I successfully install Form Generator HTML Help Package?
