What is the process behind the ORA-00257 Archiver Hung error?

We received this error this weekend and I was able to easily fix it as it was disk space related, as was every other time I have experienced it in our QA environment. The difference here was that it occured in our production environment where I am a little bit more paranoid.

Could someone please explain the background processes involved when we receive this error?

My assumptions are that the archiver checks the available space before copying the redo log and if there is not enough space it will raise the error and not copy the file. I assume that once all three redo logs are full it will then halt processing until space is made on the destination disk. Then it continues processing from the halted point.

Is this correct?
