What is the importance of RDBMS's $ORACLE_HOME/bin/oracle file ?

DB/Grid Infrastructure versions : 11.2.0.4

OS : RHEL/Oracle Linux 6.X / 7.X versions

What is the significance of RDBMS $ORACLE_HOME/bin/oracle file in Stand-alone and RAC environments ? It is a binary as I couldn't read it.

In RAC environments with Job role separation, I guess , the grid user also needs to access this file.
