What is the difference between a OS Cluster and a Oracle cluster?

What is the difference between a OS Cluster and a Oracle cluster? Do we need a OS level clustering in order to run RAC?

I believe Oracle cluster ware is mandatory irrespective of OS Cluster. If OS Cluster is present Oracle Cluster ware may interact with it, if not then Oracle cluster ware will provide the clustering services.

Any thoughts?
