What is the best way to upgrade to Oracle Forms 12.2.1.4 + Reports replacement?

Hi,
We're moving to new hardware, time to install new versions of the Oracle software. Oracle Froms and Reports 12.2.1.4 need Weblogic 12.2.1.4, no problems installing them. As a replacement for Oracle Reports, we want to migrate to BI Publisher. But BI Publisher 12.2.1.4 isn't certified for weblogic 12.2.1.4 (and "no plans").
Now what? Create a new oracle_home with weblogic 12.2.1.3 and install BI publisher 12.2.1.4? This seems quite strange to me (and as I tried the link Install BI Publisher - Learn about the installation Process on https://docs.oracle.com/middleware/bi12214/bip/index.html, then I got 404-NotFound...).
Other alternative: Oracle analytics 5.5. Should work with weblogic 12.2.1.4. Probably in the same oracle_home, new domain. But how does it integrate with Oracle Froms? Can't find any information about this!
