What is the best solution for a homeowner association?

Hello

I have doubt about the best system for a homeowner association that is starting now I has practicaly no money yet.

The idea is to built the associates managing program in oracle apex.

What is the best option:

  1. Free Tier on Oracle Cloud
  2. Install XE Database and Apex on the local computer
