What is Pom.xml in a project?

Hi,
I am working on a java, j2ee project, which uses MVN repository..
and my project has a file called pom.xml which goes like this...

according to what I know, is it true that when i run mvn install... it gets all the jars mentioned in the pom.xml??

I am not very clear..Can anypne pls explain..
