What is ORA-20501 error

I am getting ORA-20501 error - what is it? There is only 1 related document in Metalink, in which the Oracle analyst refers to a bug number (he says published) and I can not find the "published" bug (#286437). Any idea what am I doing wrong?

note: it happens when I run a pl/sql program (against 8.0.6.3, 8.1.7.2 and 9.0.1.2 databases).
