What is OCC ?

I saw the OCC (Application Server Certified Configurator) on Metalink patchset download page. What is OCC ? Is it similar or the same thing as the rda ? (rda.tar.gz).
note: did search the OTN and Metalink but could not find much on OCC.

How is it run and is it compatible for iAS 10.1.2.3 ? (the OCC version I saw on Metalink did not match the iAS version
