What is need to start Web Application Devlopment.

Hi,
I have windows2000 computer, 512 MB Ram and 20GB hard drive.I was wondering whether that will be sufficent for Web application development using oracle, pl/sql, web server.
What do you recommend ?

Where can find step by step information regarding setting up server and database(Documentation).
I hope all software is free for OTN users.
