What is meant by "Disable any existing password complexity rules for the default profile." while ins

APEX 20.1.

The installation documentation states that one should Disable any existing password complexity rules for the default profile. What does that mean? Does it mean to set the LIMIT column's value for the resource_names in blue below to UNLIMITED?
