What is High water mark?

Hello,
I am using Oracle 9i and Windows XP.

After reading a lot in documentation (http://download.oracle.com/docs/cd/B10501_01/server.920/a96524/b_deprec.htm#634872) and other materials; still I am confused / not very much cleared about High water mark.

What is High water mark?
How we can describe it in simple understandable terms?
Any Example please?
