What is dbsnmp process?

Hi, I am running Oracle 10g R2, can any one explain me what is the purpose of dbsnmp process? I found a DBA checklist from the Internet and it says that this process should be running on your system, but it isn't running on mine. I would also be greatful if some one could give me a link to a good book for daily DBA checks.
