What is DAD and.....

Hi everybody!!
I wanna to start PSP, someone has suggested to install DAD and set some paths...can someone show me the way to install that...on my Oracle 8i server

Where can i get that software (DAD) ??
and how to install that???

very important...
plz someone help asap
