What exactly is this RU (PSU) patch ?

Oracle version: 19c
OS : Linux

Patch 32126842 is Grid Infrastructure's quarterly PSU (Release Update) for January 2021.
The patch's description says the following.

If I understand correctly, OJVM patches are only there for RDBMS HOME and not Grid Infrastructure home. Right ?
