What exactly does 'Open Filer' do ?

DB version: Oracle 11gR2

I have installed and maintained Oracle RAC in the Real World systems (Solaris and AIX). Here the Nodes are connected to shared storage via HBA cards. I've seen Blogs, articles of people using VM Ware, Oracle Virtual box creating RAC in their Desktops/Laptops. Creating several virtual machines (Solaris or Linux) might be easy.
But how can they emulate a shared storage in Hard drive which is essentially used by the Windows Os (on top of which VM is installed) ie. Every single block in Laptop's HardDrive which openfiler uses is actually Windows OS formatted. Right? In layman's terms, what does open filer do in this Hard Drive which is actually Windows NT formatted? Can Windows reclaim the space in the Laptop's Hard Drive which Open filer was using?
