what does the n mean in select * from t sample(m, n)

The  SQL   select * from t sample(0.1,  10) ;  is ok to run.   but what does it mean?     I checked document https://docs.oracle.com/cd/B28359_01/server.111/b28286/statements_10002.htm#i2065953 but it is not well documented.  thanks
