What does "named user" mean exactly

We are reviewing our list of Oracle licenses in order to renew the exact
needed number for Internet Developer Suite. So, what i need to know is what exactly means "named user".
Is a user considered as ONE named user even if he uses more than one
username?. Example: The DBA can have a username as a usual user. He can
also enter to the database with "administrator" or "system" user. Do we
have to consider the DBA as 3 or 1 named user?
