what difference between "db_flashback_retention_target" and "undo_retention

Hi. all.

What is the difference between db_flashback_retention_target and undo_retention?
The command, "select flashback_on from v$database" , gives me "NO".

What am I supposed to do?
I would like to use "flashback query" provided with 10gR2.

1. setting undo_retention=11111 ( in seconds)
2. setting sufficient undo tablespace size for undo_retention

is not enough for using FLASHBACK QUERY ?
