What developer tool to use for pl sql?

Hi,
according to you apart from using the official sql developer tool of Oracle, what is the best and above all the most used tool amongst pl sql developer, toad, ... ?
I have to advise what to buy and I'd like to know which one is most widespread over the world. I generally use Toad or Pl Sql Developer by allroundautomations.
