What Character set & NLSLANG to use for Saudi Arabia?

I'm looking for some advice on setting the character set and NLSLANG variables for a data warehouse in Saudi Arabia.

The entire implementation is in English, except the patient names that will be stored as both English and Arabic Characters. The Dates are displayed using both Hijri and Gregorian formats. All of the reporting from the Data Warehouse is expected in English characters.

We feel we would probably go with an UTF8 character set as we're developing a product that will need to run in a variety of locales.

We're thinking to set the database character set to al32utf8, the national character set to al16utf16.

On the client machines, we'll set
NLSLANG=arabic_saudi_arabia.ar8mswin1256.

Will this give us what we're looking for?

I'd appreciate any and all feedback on this.
