what character set i should use?

dear all
i have a problem with character set in order to recognize the "ñ" "áéíóú" and " ' " --> (la eñe, las letras con tilde y el apostrofe) --> in spanish.

facts:
DB SERVER:
AMERICAN_AMERICA.WE8ISO8859P1
RHEL Version 4.

The applications connnects through app server that contains Centos 5. And i have apache and jboss middleware.
I was changed the NLS_LANG variable in profile (root user) and it no happens anything. the actual value is AMERICAN_AMERICA.WE8ISO8859P1, the same that the database server.

From yesterday metalink.oracle.com doesn't show anyhting, i mean the page is broke.

Can you help me please in order to put the correct nls_lang or some steps more in order ???
