What are these Files (ARC01919_0639148058.001) and whether can be Deleted?

Hi Gurus,

I am new to Oracle DBA and not a experienced DBA and I have a 11g DB running and on the 11g Db.

On the file system of the Oracle DB (D:\app\product\11.1.0\db_1\RDBMS). I see tons of files (pointed out by the network admin) named as ARC01919_0639148058.001...
ARC01920_0639148058.001.. This is occupying approx 400gb

The network admin is asking whether these files can be safely deleted without destruction to the Oracle DB.

Please advice whether these files can be deleted keeping the recent files for the past 2-3 weeks.

Please advice.

BTW what are these files are how can the growth of these files be limited.
