New to Java

hello guys im trying to send sms and recieve sms using smpp to communicate with smsc and im trying the fallowing library to achieve this.

and my question is what are the requirements for using jsmpp smppapi and opensmpp?
of course whe we need javaruntime environment..
do i need some hardware to achieve this?
do i need some webserver to achieve this?

what are the things that are needed for this? pls.. help im asking about both software and hardware.
