webstart jnlp slow in window 11

hi am using java -version
java version "1.8.0_371"
Java(TM) SE Runtime Environment (build 1.8.0_371-b11)
Java HotSpot(TM) Client VM (build 25.371-b11, mixed mode) in window 11 webstart is taking 10 mins to load application the server its in linux forms version is Forms [64 Bit] Version 12.2.1.4.0 (Production)
