WebServiceContext is null

I have created a web service using a web application. I am deploying to Tomcat. I need to get the web context info into the java file that is doing the web service. I am trying @Resource private WebServiceContext wsc, but wsc is null. I haved searched the forums but have not found why this would be. Can anyone help?
