weblogic self stop

Environment:

windows server2019

weblogic 12.2.1.4

Oracle Database Express Edition 11g

When WEBLOGIC and11G XE DB are runing at the same time

the weblogic server will self stop ,why??

>C:\Oracle\Middleware\Oracle_Home\user_projects\domains\base_domain\bin\startWeblogic.cmd
