WebLogic licensing

Does anybody know if (and if so, then why??) Oracle Corporation has really decided to require additional licensing fees for use of WebLogic 10.3? Ugh! My users who were otherwise very excited about use Rich Faces has decided not to use them because there WebLogic Server is not included in their site license. Our contract is fixed price and they are unable/unwilling to part with more money to make this happen.

Assuming what I have heard is true, then could someone tell me if we could deploy Rich Faces to OAS 11g? That capability did not appear to be integrated into JDeveloper. Is there a manual route that we could use?
