weblogic 12.2.1.3 - An IOException occurred while reading the input.

hello.
i have a weblogic 12.2.1.3 and following managed server :
Dynamic Cluster UCM with 2 Managed Server Member
Dynamic Cluster WCCADF with 2 Managed Server Member
IBR server
2 managed server with standalone for ords
when i want to change any server configuration with adminserver console , for example add a note for adminserver ,the following error appears:
[Deployer:149150]An IOException occurred while reading the input. : with response code '500' : with response message 'Internal Server Error'

you can see adminserver.log that attached to this ticket
