WEB User Interface for Customized Application

Hi

We want to develop a web based application and we would incorporate a GUI (Graphical User Interface) in our application just like oracle 11i application UI (User interface). I would like to know that technology behind to develop oracle 11i Web User Interface (Presentation Layer) only.

We know that the e-business suit will be develop in OA Framework but for that we required an e-business license but don't want to use this frame because we don't want to purchase e-business license. my simple query is how can i develope a user interface just like oracle 11i UI (User Interface).
