Web application vs. EJB

Hi,

I'm considering java EE for a new project I'm starting. I don't have prior experience with EE.
If I understand correctly, I can deploy a web service as a web application or as a bean.
My questions are:

1. Is this correct?
2. How should I decide which method to use?
