WE8ISO8859P1 or WE8MSWIN1252?

I have a database which will be accessed by a farm of 9iAS servers.

I need to support US English, Latin American Spanish, and Canadian French. I would like for my Web Servers to be multilingual for failover purposes instead of monolingual.

The client machines are all Windows machines running 98 or higher.

I can't find any information or documentation on which of the two character sets in my subject line I should choose. Since I only have a need to support these three languages, is it okay for me to stick with one of these instead of making the leap to Unicode? And if I do stick with a single-byte character set, again, which one and why?

Thanks very much for any help you can offer. I've been doing Oracle for about 9 years, but the NLS stuff is new to me.
