Was JDeveloper 12.2.1.3 Tested ?

I just did a fresh install of Windows 8.1 Professional.

I've got all the windows updates.

Installed Java SE 8 update 101.

Installed JDeveloper 12.2.1.3 .

When starting JDeveloper from a Windows User account,

"Create Default Domain" fails.

There are two ( or more ) problems.

The first problem is related to a file named:

oui\.globalEnv.properties

Was JDeveloper 12.2.1.3 Tested ?
