WACS for Procurement not tied to an Asset

Hi,

Is anyone using WACS for corporate purchases or other purchases not tied to an Asset? Examples would be Grass cutting, a weather tracking service, recruiting services in HR, etc. If so, how is it set up? We have not been able to successfully accomplish this.
