VT-x is disabled in the BIOS for Oracle Linux 12 with Virtual Box

I have oracle linux for Oracle 11 installed and it works fine hosted on Windows 8.3 Pro with virtual box 4.3.30. Therefor, I don't think this is an issue with Virtual Box, Windows or my BIOS.

I also have installed and successfully run the Windows Phone simulator for Microsoft Visual Studio. I mention this because this simulator requires the VT-x feature be turned on.

When I reboot go into the the BIOS on by HP Envy notebook, I see the one option for the visualization features is already turned no (no surprise, I turned it on a year ago for the Windows Phone Simulator). I turn it off, and then turn it on again and reboot.

I am still getting this same error when I start virtual box 4.3.30 to run oracle linux 12:

"failed to open a session for the virtual machine ORACLE 12 DB.

VT-x is disabled in the BIOS.

(VERR_VMX_MSR_VMONXON_DISABLED)

After some bing/google searching someone mentioned I could get this error if I did not have enough memory. Hmmm... I have 16GB and I have yet to see any notebook computers for sale that can accommodate for that 16GB.

Can anyone help me run oracle 12 DB on oracle linux.
