VS2022 Unable to find requested .NET Framework data provider

I installed the VS2022 Oracle Developer Tools extension and was able to use the managed ODP.NET driver to make table adapters in my project. I have recently started receiving this error when trying to create new connections using the driver though. Uninstalling the extension and then reinstalling the extension have no helped.
