VS2017 ODT: oracle communication failed to connect to server or failed to parse connect string

I Installed ODT 18.3 for Vs2018 but when I try to create a connection to the database I get: "oracle communication failed to connect to server or failed to parse connect string".

I'm very sure the username , password and TNS name I entered are right because when I use sqlplus I can connect to the database?

Anybode an idea?
