VS2017 ODT: oracle communication failed to connect to server or failed to parse connect string

I Installed ODT ODTforVS2017_122011 for Vs2017 version 15.9.34 but when I try to create a connection to the database I get: "oracle communication failed to connect to server or failed to parse connect string".
I'm very sure the username , password and TNS name I entered are right because when I use sqlplus I can connect to the database?
before i can connect using my old laptop , and I can connect using server or VS2017 from laptop other, Is there a limit to the number of connections that can access it?

Anybode an idea?
