VOX to WAV conversion

Hello,
I have to develop an app to do VOX (8bit adpcm 8000hz) to WAV (16bit pcm 44000hz) audio conversion (actually vox to mp3) but i cant find any easy way to do it since java sound does not support much more than WAVE audio. Is there any better solution than writing a converter/resampler from scratch? Thanks.
