VM.Standard.A1.Flex Network Performance

Hi,

For an A1.Flex VM with 4 OCPUs and 24GB RAM, it's stated that the VM networking maximum is 4Gbps.

I have run a variety of tests and haven't managed to push connectivity to the internet beyond 2.25Gbps.

Does anyone know where the performance is likely being limited? It doesn't appear to be CPU or anything on the VM that I can tell.
