Virtual Private Servers (VPS) - Do they work with Oracle 12C or even Oracle Express?

I recently purchased a VPS server and thought I would stick on an Oracle 12c and APEX and have a fast way to bring a system up external to my organization for demo's and have full control.

Problem #1 - No SWAP.  And the command to mkswap and then swapon doesn't seem to work on the VPS.

My solution would be to try it without SWAP.  Can we install without swap?  I have talked to the VPS "Helpdesk" and they say they can't do swap?  It doesn't make sense so I am thinking they are just wrong.  Looking for people that have done this on a VPS and how.  Is there a secret -ignore-prerequisites for oracle or does oracle express?  Does Oracle even work with VPS's? If there is no swap, I don't know, so this question I have to ask.

The server is a fedora 20,

40gig disk  /dev/ploop34205p1

1 gig ram
