Virtual Machine Instance No Longer Reachable After Reboot Detected

My Virtual Machine Instance in Region Netherlands Northwest (Amsterdam) is no longer reachable right now because
At Sat, Aug 27, 2022, 19:25:00 UTC, this instance was either reboot migrated due to planned maintenance or experienced an error with the underlying infrastructure.
I tried to manually reboot it and also tried "send diagnostic reboot" on cloud console, but still not possible to reach the VM.
I also received an email states that I should contact support to create a service request with the given reference number and tenant ID in the mail, but I don't know how to do so on support.oracle.com, it warns:
There are no services available for the selected Cloud product. If you have purchased Cloud Services for this product, create a Contact Us service request.
I am using a Free Tier account btw, I hope here someone can give me some advise what to do, thanks!
