VIP appears to be on two nodes

One of my VIP addresses seems to be on both of my two node rac. I see this when I use nslookup of the individual nodes. The VIP is with the node it was set up for and also for the second node. I thought the VIP would be displayed with the other node only if the original node was not "up"

crs-ctl check crs and cluster returns "healthy" on both nodes.

Is the VIP on two nodes at the same time normal behaviour?
