Viewing Persian Characters in Oracle Form Server 9i / 6i

I have problem with 4 Persian characters ( � "GEH" , � "PEH" , � "JHEH" , � "CHEH" ) in pre compiled or new compiled forms on JAVA applets. Is there any parameter to set a default or static font family for these pages?
I've tried to use Tahoma font which shows unicode right, but the applet doesn't use it internally.
Arabic characters are shown fine, but when i use these 4 Persians it's behavior changes and blends everything together.
