Viewing all scheduler jobs

I've searched, but I can't find any way to allow a user to view all scheduler jobs beyond granting alter on each job. Is there a method whereby I can grant a user the privilege necessary to see them all?

When I log in with my account which has the dba role, all I see are the jobs that I would see with ALL_SCHEDULER_JOBS. To see all jobs right now, I have to connect to the database as sys. (In grid control - in sql plus I can use the dba_scheduler_jobs view from my user.)

This is using OEM 10g GC 10.2.0.2.0 and a 10g rac database.
